500,000 certificate and career documents a year, entered by hand — could AI take over? An on-premise AI-OCR validation

A Korean public institution processes roughly 500,000 certificate and career documents a year, with six staff members reading each document and typing the fields into their system by hand. They asked us to validate whether AI-OCR could automate this. We built and tested the full workflow on-premise: automatic key-value extraction, confidence-based review, and auto-approval after human confirmation — with resident registration numbers automatically detected and masked.
